To effectively reduce the flow of people, minimize the risk of the spread of Covid-19, consolidate the hard won results of the epidemic prevention and control, we advocate that non-local builders, Hong Kong, Macao and Taiwan compatriots and foreign residents stay in Yiwu for the grand Spring Festival. To provide the most convenient services and enable a smooth stay during the 2021 Spring Festival, with much deliberation, we hereby make the following announcement.

1.Yiwu municipal party committee and government extend New Year blessings to all the non-local builders, Hong Kong, Macao and Taiwan compatriots, foreigners in Yiwu and all the relatives, express sincere appreciations to everyone for contributing positively to the city’s development, give respects to all people who have sacrificed for the interests of the city, showed great support and joined hands in the fight against the epidemic.

2.The party committees and governments of the hometowns of non-local builders in Yiwu are also concerned and care about the health and safety of their citizens. Yiwu and the 90 counties(cities, regions) where the majority of Yiwu non-local builders come from have jointly called upon everyone stay in Yiwu for the Spring Festival and enjoy the holiday in peace and happiness. Yiwu city has set up teams consisting of party members to provide voluntary services to all the non-local builders, Hong Kong, Macao and Taiwan compatriots, foreign residents (Hereinafter referred to as “non-locals who stay in Yiwu for the Spring Festival”). 3.Various heartwarming activities themed “Happy New Year in Yiwu” such as making dumplings, reunion dinner at New Year’s Eve and volunteer services will be available for non-locals who stay in Yiwu for the Spring Festival, thus fueling their holiday lives in Yiwu with warmth and love. Enterprises are encouraged to award employees with red envelopes and Spring Festival good packs for their staying in Yiwu. We will support enterprises to make rational production schedules, provide off peak holiday arrangements, and offer job opportunities with handsome pay so as to ensure employees’ resolution to stay in Yiwu for the Spring Festival.

4.All supermarkets, major commercial complexes, and Xin Ma Lu Food Market in the city will stay open during the Spring Festival, so will all the express delivery outlets. Central Zhejiang Agricultural Products Logistic Center and other vegetable markets run by the government will be temporarily closed from noon of February 11th, to February 13th, 2021. All material supply units shall ensure sufficient material supply with rational allocation at fair prices during the Spring Festival.

5.The map of business units remaining open for customers such as restaurants, convenience stores, laundry, barbershops, auto repair shops and car wash centers will be published and updated on a daily basis from February 11th to 26th. Citizens can visit the Wechat official account “Yiwu Market Regulation” to get the map.

6.Parking lots in the city and all bus lines within the city are free of charge during the Spring Festival. Taxi and on-demand ride hailing services will still be operating. Major scenic spots within the city will be open to the public for free. More than 50% of all banking institutions in the city will remain open for business, and claims settlement services will remain accessible in insurance institutions.

7.Public cultural venues and facilities such as cultural centers, museums, libraries, intangible cultural heritage pavilions, citizen fitness centers, Meihu Sports Center and football fields at local neighborhoods will stay open for free. Yiwu Theater will present more than 40 free high-quality opera performances.

8.Yiwu Imported Commodities Plaza, the high-quality goods hall on the 3rd floor of Yiwu food andgrocery market and hundreds of counties’ featured productsexhibition center (9 days earlier than the previous year), and San Ting Lu night market (7 days earlier )will be reopened on February 14th, 2021; the logistic stations (4 days earlier) will resume operation on February 18th, 2021; Large markets such as Yiwu International Trade Mart (Districts 1-5), Yiwu International Production Materials Market, Huang Yuan GarmentsMarket (3 days earlier), will be open on February 20th, 2021.

9.Spring Festival coupons will be issued to enable non-locals who stay in Yiwu for Spring Festival to have a deepened sense of gain. From February 1stto 26th, non-locals who stay in Yiwu for the Spring Festival can apply for a digital new year coupon worth 500 yuan each through Alipay which can be used in offline stores in the city from February 11th(New Year’s Eve) to 26th (Lantern Festival).

10.Non-locals who stay in Yiwu for the Spring Festival can receive a free 20G data package per person (available from February 3rdto 7th), watch local cable digital TV programs and enjoy on-demand streaming service for free(available from January 22nd to February 26th).

11.All medical institutions in the city will not charge outpatient and emergency registration fees from February 14thto February 21stfor all Yiwu citizens and non-locals who stay in Yiwu for the Spring Festival. A 50% discount will be given for routine physical check-up.

12.Primary and secondary schools can hold free winter camps with the theme of “ sharing the city’s warmth and hospitality” for students who volunteer to participate, so as to take good care of the children of the non-locals who stay in Yiwu for the Spring Festival and enrich their holiday lives.

13. We will strengthen the cooperation with party committees and governments of non-locals who stay in Yiwu for the Spring Festival, in order to help them exchange blessings with their hometown through joint live streaming news videos by media outlets and other ways, making their family rest-assured; to mail comforting letters of “Having a great time in Yiwu” back home; to broadcast the latest changes of hometown in Yiwu.

14.Landlords are encouraged to exempt the rent for at least half a month or extend the rent lease to at least half a month for free.

15. Large and above catering units remaining open for business can apply for a subsidy of CNY 100,000 yuan each from the administrative organs. Business units remaining open for customers in the following industries for more than 8 days during the above-mentioned period (more than 4 days from February 11thto February 17threquired) can apply for subsidies from the departments in charge: CNY 10,000 yuan for each medium-sized restaurant; CNY 3,000 yuan for each small restaurant; CNY 2,000 yuan for each convenience store and laundry store; CNY 25 yuan per square meter for each barber shop, auto garage, car wash shop, and express delivery site (no less than CNY 2000 yuan each).

16. An employee information sharing platform and a recruitment platform will be established in a bid to ensure that non-local builders can spend a peaceful and safe Spring Festival in Yiwu and secure stable job positions. Visit “Yiwu Talent” (www.ywrcfw.com.cn), the labor coordinating platform, and “Stay in Yiwu Spring Festival Recruitment Platform” for more information if needed.

17.All party cadres, officials and employees of the local party committee and government, public institutions and state-owned enterprises (teachers and medical staff included) should not pay visits outside Yiwu unless necessary to ensure the normal operation of the city. If there is an urgent need to leave Yiwu, related regulations on leaving shall be strictly observed. All chambers of commerce and industry associations should guide enterprises to shoulder the responsibility to retain employees; educational institutions should encourage students to spend the Spring Festival in Yiwu. Yiwu locals shall stay in Yiwu for the festival and be good hosts, providing all the convenient services to those non-locals staying in Yiwu for the festival.

Apart from specified dates, the aforementioned Spring Festival lasts from February 11th, 2021 to February 26th, 2021. “Non-local builders who stay in Yiwu during Spring Festival” refers to non-Jinhua individuals whose registration information can be found in the population database of Yiwu Public Security Bureau on February 1st, 2021 and have no record of leaving Yiwu since the issuance of the notice until March 1st, 2021. “Hong Kong, Macao and Taiwan compatriots, and foreign residents in Yiwu” refers to compatriots from Hong Kong, Macao, and Taiwan, and foreigners with valid residence permit whose registration information can be found in the population database of Yiwu Public Security Bureau before the issuance of the notice, and have no record of leaving Yiwu since the issuance of the notice until March 1st, 2021. The implementation of relevant policies in public places must be in line with the requirements for epidemic prevention and control. Citizens should continue to take personal protection measures and spend the Spring Festival in peace, joy and harmony.
