With the Spring Festival approaching, Yiwu Municipal Party Committee and government hereby extend New Year blessings to all the non-local builders, Hong Kong, Macao and Taiwan compatriots, foreigners in Yiwu and all the relatives, and express sincere appreciations to everyone for full support and great contributions to the city’s development and COVID-19 response. In order to further consolidate the hard-won results of epidemic response and ensure all residents to enjoy a peaceful and harmonious holiday during the 2022 Spring Festival, with much deliberation, we hereby make the following announcement.
1.All party members, civil servants and staff from government agencies, enterprises and institutions shall take the lead by staying in Yiwu for the Chinese New Year, and cut non-essential trips outside of Yiwu. Party-mass service centers of all levels should carry out voluntary services, including visiting and taking caring measures, and organize professional Party-mass service teams to provide daily necessities for people staying here. Landlords are encouraged to exempt the rent for at least half a month or extend the rent lease to at least half a month for free. Enterprises, business chambers and industry associations are encouraged to host various heartwarming activities like reunion dinner at New Year’s Eve, “Happy New Year in Yiwu” recreations,etc., and award employees with bonus envelopes and Spring Festival gift packs for their staying in Yiwu.
2.All supermarkets, convenience store chains, and Xinmalu Food Market in the city will stay open during the Spring Festival. The Central Zhejiang Agricultural Products Logistics Center and other vegetable markets run by the government will be temporarily closed from noon of January 31st, to February 2nd, 2022. All major logistics terminals and stations will reopen on February 10th. Markets such as Yiwu International Trade Mart (Districts 1-5), Yiwu International Production Materials Market, Yiwu Imported Commodities Plaza, Huang Yuan Garments Market, Yiwu Food and Grocery Market，and San Ting Lu Night Market will reopen on February 12th.
3.During the Spring Festival, all car parks and bus lines in the city will be free of charge. Level A scenic spots will be open to the public for free. Public cultural venues and facilities such as cultural centers, museums, intangible cultural heritage pavilions, citizen fitness centers, Meihu Sports Center, Wantit Plaza, and public football fields will stay open for free. Banks will open more than 25% of their branches to make financial services available during the festival and insurance institutions will ensure that claims settlement services will be carried out normally.
4.Non-Jinhua residents can apply for general consumption vouchers 300 RMB per person, and non-Jinhua residents who have paid the basic pension insurance in Yiwu can apply for another targeted consumption vouchers 500RMB per person. The vouchers can be used during the Spring Festival.
5.For the non-locals who stay in Yiwu and find it difficult to be spared from the work to take care of their children themselves , free heart-warming winter camps will be organized by the local primary and secondary schools to enrich the winter vacation of those children.
6. From February 3rd to February 10th, the city's medical institutions will not charge registration fees of outpatient and emergency services and a 50% discount will be given for routine physical check-up.
7.Non-locals who stay in Yiwu for the Spring Festival will receive a free 20G data package per person from China Mobile, China Telecom, or China Unicom, and China Unicom will offer a 3-month free trial of 500M broadband internet service as well. Local cable digital TV programs will be available for free from January 26th to February 15th. Starred hotels and cinemas are encouraged to launch special packages for consumers.
8.For industrial enterprises that remain running during the Spring Festival (excluding enterprises in category D of the comprehensive evaluation of the average mu efficiency and the eight high-energy-consuming industries), the supply of finance, water, electricity, gas and other services will be guaranteed. For industrial enterprises above designated size with normal production during the Spring Festival and key projects under normal construction in the city, anti-epidemic materials will be provided.
9.From February 1st to February 28th, if the industrial enterprises above designated size and above-standard service enterprises (excluding state-owned and state-controlled enterprises) recruit new employees for the first time and pay basic pension insurance for them for 3 months in a roll, a recruitment subsidy of 1,000 yuan per person will be given to the enterprises.
10.Non-locals are strongly encouraged to stay in Yiwu for the Spring Festival. Non-essential travels to border cities and provinces with an outbreak of the Convid-19 shall be avoided. While travelling, please remain vigilant to carry out self-protection measures and follow closely the updates and requirements of epidemic situations of the travel destinations. For those employees whose jobs make them susceptible to high exposure risks of the viruses should try their best to avoid non-essential travels. Those who really need to travel must be off work for more than 14 days and hold a negative nucleic acid test result taken within the past 48 hours. Besides, a report to the employers for approval is also mandatory. For those who stayed in areas with high or medium risks in the past 14 days, upon their arrival in Yiwu, the health management measures shall be strictly put in place.
Apart from specified dates, the aforementioned Spring Festival lasts from January 31st to February 15th, 2022. “Non-local builders who stay in Yiwu during Spring Festival” refers to those non-Jinhua individuals whose registration information can be found in the population database of the local Public Security Bureau on January 20th, 2022 and have no record of leaving Yiwu during the Spring Festival.
