Announcement of Yiwu Covid-19 Prevention and Control Headquarters

At present, the COVID-19 control work is complex and demanding. On the evening of October 30, confirmed cases of COVID-19 were reported respectively in Yanshan County, Shangrao City, and Jiujiang City of Jiangxi Province. On October 31, a Jiangxi-related case was reported in Xiaoshan. And Yanshan County, Shangrao City of Jiangxi Province has since been listed as a medium-risk area. Due to the fact the transportation between Yiwu and Jiangxi province is quite convenient and peopletravelfrequently, the risk of transmission is high. In order to consolidate the hard-won results of our epidemic response and protect residents’ life and health, Yiwu Covid-19 Prevention and Control Headquarters issue this emergent announcement.

1.Voluntary cooperation with health management protocols is required.

For personnel with travel history to the domestic medium and high risk areas over the past 14 days, and to the counties(cities or districts) with localized positive cases, please postpone the travel plan to Yiwu. Those who do need to come or return to Yiwu,please report to the community committees (villages) and employers(or schools, etc.) and implement 14+7 health management measures(14-day quarantine+7-day regular health monitoring). For personnel coming or returning from Yanshan County, Shangrao City of Jiangxi Province, it dates back to October 13, and their close contacts in Yiwu should take a nucleic acid testing within 24 hours and carry out 14-day regular health monitoring.

For personnel visiting Shanghai Disneyland and Disney Town from October 30 to October 31, please report to the community committees (villages) and employers(or schools, etc.) and implement 14+7 health management measures(14-day quarantine+7-day regular health monitoring).

For those who have traveled to or stayed in Shangrao (except Yanshan) since October 13 and those who have traveled to or stayed in Jiujiang since October 16, a mandatory nucleic acid testing should be taken within 24 hours of arriving in Yiwu, followed by a 14-day regular health monitoring. Personnel arriving or returning to Yiwu with travel or residential history of Jiangxi Province since October 13 are encouraged to go to the nearest sub-district health center (community health service center) for a free nucleic acid testing.

2.Take the initiative to make self-declaration.

Personnel who come or return to Yiwu from the key areas involved in COVID-19 pandemic, must inform the employer, relevant community (village) committee or hotel immediately upon arrival, and follow the relevant prevention measures. Those who do not actively declare and follow control measures will be given credit deductions accordingly. The quarantined people shall be responsible for the relevant expenses such as food and accommodation during the quarantine period. Those who deliberately conceal itinerary or misreport the symptoms, hold back travel and residential history and other related information, and cause the spread of the epidemic or increase the infection risk, shall be given public security penalties in accordance with the regulations and laws. If there is a violation of the criminal law, criminal responsibility shall be pursued according to the crime of obstructing the prevention and control of infectious diseases. Those landlords, runners of inns, hotels, enterprises and institutions who fail to report in time the epidemic related personnel shall be penalized in light of different circumstances and consequences.

3. Report inter-provincial travel plan to the related units.

It is strongly suggested that all officials and residents of Yiwu do not travel outside the province nor to medium-and-high risk areas and provinces with local outbreaks. If necessary, do report to the employers and community committees (villages) before leaving and within 2 hours upon returning to Yiwu.

4. Large-scale gathering events shall be under strict control.

Recreational performances, sport competitions, exhibitions and shopping eventsshall not be allowed to be held unless there is a necessity and shall be organized online if feasible. Approvals from the relevant authorities must be given prior to the events.The organizers must act on the principle of whoever organizes the event shall bear the responsibility. The organizers shall be held as the main responsible person.The guidelines of formulating a work plan for epidemic prevention and control before the events, controlling the number of participants and fully implementing prevention and control measures shall be followed.

5. Efforts should be made to strengthen self-protection.

Residents in Yiwu should voluntarily take the preventive measures such as temperature screening, health-code checking and mask wearing while visiting public places such as hospitals, supermarkets and shopping malls. Besides, itinerary check is necessary. We urge all residents to avoid unnecessary gathering and parties, keep good personal hygiene and observe the protocols of social distancing, frequent hand-washing, ventilation and minimized contact with the surfaces of public facilities. We advocate the use of serving chopsticks, serving spoons and separate serving of dishes. When purchasing, preparing cold chain food and using products imported from overseas, the relevant certificates shall be checked and self-protection shall be ensured.
