In accordance with provincial guidelines, to further coordinate epidemic response and economic recovery, and carry out targeted and science-based regular epidemic control work, we make the following announcement.
1. Epidemic prevention and control should be carried out regularly on a long-term basis. We should always be prepared and stay vigilant to carry out long-term anti-epidemic work. It is important to integrate epidemic response with routine work. Efforts should be made to rapidly restore economic order and promote the sustained and stable social and economic development while carrying out regular epidemic prevention and control. The specific epidemic related requirements made by relevant administrative departments in light of actual situations shall be followed.
2. The COVID-19 restrictions in public places and venues are now lifted. The public can have easy access to the parks, tourist sites, indoor and outdoor venues. Business entities, like shopping malls, supermarkets, hotels, restaurants, cinemas, theaters, Internet cafés, chess and card rooms, mahjong halls, board-game rooms, escape rooms, shower rooms,are required to strictly follow the Guidelines for the Public and Key Occupational Groups on Routine COVID-19 Protocols (August 2021 Edition) . The business hours and business activities can be decided autonomously in accordance with relevant laws and regulations.
3. Normal social activities are now resumed. All districts and units are now allowed to organize activities including conferences, performances, sports events, exhibitions, gatherings and festivities, on the premise that all prevention and control measures are implemented on a regular basis. For indoor gatherings exceeding 200 people or national conferences and activities, work plans for epidemic response shall be formulated. For large-scale events such as festival celebrations, exhibitions, and sports events, special risk assessments and research should be conducted 15 days prior to the opening date of the event, and the epidemic prevention and control measures of the events should be adjusted dynamically according to the development trend of the epidemic.
4. The travel limits are now lifted. Individuals can travel freely in low-risk areas. After the travel plan being reported and approved, cross-provincial travels such as vacations, tours, and family visits are now allowed. Avoid unnecessary trips to cities of medium-and high-risk areas, border cities or overseas areas.
5. Services for the elderly and the children are to resume normal operation. The travel restrictions of the in-patients and hospital staff are lifted. Reporting travel routes after returning to the hospitals is required. Relatives, friends, volunteers can go to hospital for visits and services after finishing real-name registration, temperature measurement and health code check. Wearing masks throughout the process is required. The elderly care service centers in towns and sub-districts, community home care centers and elderly canteens are to reopen with full capacity. Checking "travel history card" are not required in most venues and places except in some key places such as hospitals. Other regular epidemic prevention and control measures such as temperature measurement, health code checking and masks wearing should continue to be carried out.
6. Continue to enhance monitoring and management of all epidemic screening posts. Pharmacies shall continue to carry out real-name registration for those who buy four categories of drugs, including antipyretic, cough medicine, antiviral and antibacterial drugs. Hospitals should continue to strictly implement the closed-loop management of fever patients.
Residents in Yiwu should consciously and voluntarily improve self-protection by keeping good personal hygiene and observing the protocols of mask-wearing, social distancing, frequent hand-washing, ventilation and minimized gathering. Those who are not vaccinated are strongly encouraged to take vaccines in nearby vaccination sites.
